Empower means to give power or authority to; to authorize. It is a legal term that gives authority and spiritual power. When we accept Jesus as our Lord and Savior He empowers us to be able to help others.
Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy:
nothing shall by any means hurt you.

Authority is a legal agreement that disciples of Jesus have over the enemy. Real power comes from God. When we are restored to God, we become His children and therefore receive power from the Holy Spirit and authority in the spirit realm. Jesus has the power because He is the Son of God and He can bestow that power on others. At the cross, He defeated the forces of darkness, all evil spirits, fallen angels, and the devil. Therefore all spirits of darkness must obey Him. When we follow Jesus we become His disciples and He gives us authority to heal the sick, cast out demons and evil spirits. Jesus has given empowered us to come closer to Him and to defeat the enemy so that other people can be set free.
“And Jesus came and spoke unto them, saying, All power is given unto me in heaven and in earth.” Matthew 28:18 KJV
And he called the twelve together and gave them power and authority over all demons and to cure diseases, Luke 9:1 ESV
Truly, I say to you, whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven. Again I say to you, if two of you agree on earth about anything they ask, it will be done for them by my Father in heaven. For where two or three are gathered in my name, there am I among them.
